Past President Cecilia P. Reyes, the International Service Chair of the Rotary Club of Hiyas ng Maynila, provided her technical expertise on insects affecting garlic, onion and mango in North Luzon particularly in Basco, Batanes. PP Cecile Reyes was one of the resource speaker. The Research Project Proposal Writeshop was the initiative of Cagayan State University in partnership with Benguet State University, De La Salle University and University of the Philippines- Los Baños, supported by the Dept. of Agriculture, Bureau of Agricultural Research.
